Just noticed from version control, you can’t disable anymore Editor Analytics in non-pro version of Unity.
There wasn’t any mention about this nor in the documentation.

Wasn’t it always like this
Always been like this since Unity 5. Same thing for built game hardware stats (I think)
I’m pretty sure it has always been this way. Its one of the ways Unity protects against illegal use of the personal version. They are giving you an awesome product for free, so they get to pick a few of the terms.
Why do you need to disable them anyway? Tinfoil hat not cutting it in this day and age?
Edit: If you really, really don’t like editor analytics you can always set up your firewall to block all traffic from the editor. That is pretty extreme, and cuts you out of all of the services, including the asset store, analytics, unity ads, unet and the like.
I can confirm I can disable it in 5.1x so it wasn’t always like this.
