Can't find the paint / raise / lower terrain setting in unity 2018.3

Hi!
I’m trying to make a terrain but the problem is that I can’t find the paint / raise / lower terrain setting in unity (which the version is 2018.3). What I expect is this:129743-screenshot-6.png

But what I got was this:

Is there something wrong during unity installation?
