Can't find tile pallete

As you can see there is no tile pallete in Window->2D. Was it moved somewhere else or?

Window/Package Manager and install the 2D packages.

I have installed all the 2D packages and still can’t create tile. Hm

You’ll need to have Tilemap Editor package installed.

You didn’ say which Unity version you are using… so also check menus, I can’t remember if tilemap has changed location in newer Unity versions but at least in 2019.4.x it is located Window > 2D > Tilepalette, like in OP’s image.
