Can't seem to resize window. Bug?

Hello,

I can’t seem to change the size of the window when you build and play. Even though I change the default width and height of the windowed screen to something small, it still plays it 1920 by 1080. I tried changing the game’s resolution to something smaller as well. Doesn’t work.

I tried updating Unity, but it didn’t help. What do I do?

Build Settings panel is off the screen. Can’t get to the bottom settings in the panel. tried resolution change, different monitors, must be a bug
