Can't use Image Effects - Unity 2017.1.0f3

Are Image Effects (including effects purchased from the asset store) disabled for Personal users or is this a bug?

Error message:
You don’t have a Unity Pro license. Image effects are not supported.
UnityEngine.Debug:LogError(Object)

Probably a problem specific to that particular asset. Not something deliberate with Unity 2017 or else the forum would have been full of angry users in recent months!

I found a page where someone else got that message with a Golden Zebra asset and the author said it had been fixed with an update to that asset, although that was back with a version of unity 5.
