It happens in Editor Window. When Canvas Scaler set to “Match Width Or Height” and if you changing any inspector values, canvas width and height is populated with random values, instead of resolution, specified in Game Window. It is very hard to work on UI because of that.
I reported this a while ago, they acknowledged it and there is a bug tracker link:
Fix in review for 2020, so not sure yet if they will backport a fix to 2019.
I am pretty sure, that this is a showstopper and should be fixed for 2019.3 It is really impossible to develop UI with this bug,
Should be fixed in either b7 or b8.
