(Case 1190997) UI Scale With Screen Size Bug in Unity 2019.3 beta 6

The Text spawns out of the canvas when entering play mode even though before then it was placed within the canvas
IMPORTANT:I tried the same thing with Unity 2019.2.8 and the bug was not there same with Unity 2020.1 Alpha 8 and the bug was not there
Reproduce

  1. Open the Project Attached bellow
  2. Open the Scene Window you will find a Canvas with text in it
  3. The text will be within the Canvas and the canvas will be on the Scale with Screen Size Setting
  4. Press Play You will find that you can’t see the text
  5. Pause that game and open the scene window your will find that the text had been spotted out of the canvas.

in scene view too, height and width not correct

These bugs really need to be fixed in 2019.3 beta 7
