(Case 1250495) Can't track included shader dependency when exporting package

Hi. I found that Unity 2019.3 and 2020.1 does not track included shader dependency (.cginc files) when exporting package or selecting dependencies.

It may be related to https://issuetracker.unity3d.com/issues/shadercompiler-shaders-do-not-get-recompiled-on-changes-in-includes

This makes hard to transfer data by using package.

Minimal reproducible project is sent as Case 1250495.
