Changing Draw Order doesn't affect materials based on decal shader created using Shader Graph.

The problem encountered in Unity 2020.2.1f1 with HDRP 10.2.2
The problem doesn’t encounter in Unity 2019.4.17f1 with HDRP 7.3.1
The problem doesn’t encounter with common HDRP\Decal based materials.

How to reproduce:
Create a simple Decal Shader with an exposed color node connected with the master color.
Create two materials based on this shader assign red and green colors.
Create a plane and two decal projectors with these materials.
Try different values of draw order (negative and positive) - nothing happens.
Materials based on common HDRP\Decal shader will change the order.

Guys, please fix this, it does not allow me to upgrade to the latest Unity version.
