Close fit quality degrades on Android build?

In the Unity Editor, I have close fit shadows enabled, and there is never an issue. however, when build to my android (new Moto G5 plus 2gb ram) the shadows start out looking amazing at the beginning of the map, but degrade to terrible quality by the end. here is a snapshot from the beginning and end of the map:
