cloud build for android Error: Code 1 while verifying Licensing Client signature

hello,

my very simple 2d unity game publishes successfully to ios and webgl in cloud build. it also builds successfully for android locally in editor.

my android cloud build congif, using the same unity version, is failing with the following error:

Error: Code 1 while verifying Licensing Client signature

I am expecting this has to do with the ketstore but im new to this. I am attempting to use the development (not release) keystore, the temporary one provided by cloud build.

any suggestions here? Im on 2022.2.18f

On 2022.3.10f1, I got the same exceptions too.
My build machine is Mac and uses a build license.
