Collections package breaks on Update.

I have a project on Unity version 2022.3.5. I have Collections 1.2.4 installed but when I update it to 2.1.4 it produces a ton of errors. Most of them are similar to this one:
“Library\PackageCache\com.unity.collections@2.1.4\Unity.Collections\NativeParallelHashSetExtensions.gen.cs(71,51): error CS0246: The type or namespace name ‘NativeHashSet<>’ could not be found (are you missing a using directive or an assembly reference?)”

I have tried deleting the library, turning off Burst Compilation before doing the upgrade, and setting the Api level to 2.1 but nothing has made a difference.

Does anyone have any ideas as to what could be causing this error?

According to the docs collections v2.2.1 is the most up to date non-preview version. It requires 2022.3. Try that.

Unfortunately, upgrading is not currently an option for me.
