“Universal” in this case means it runs on both Intel and PowerPC Macs. It’s still a Mac-only program. What you’re looking for is an IRC client, and there are about a million out there for PC. I don’t have any experience with them, though.
I now know what mac users must feel like 
I believe the most popular IRC program on that inferior platform is one called mIRC.
