This is basically a question that I already know the answer too, but I’ll ask anyway… Is coding games for consoles even possible for a programmer with No Budget? !f I don’t have the console I’m programming for then I can search for one online to purchase.

The answer is as always: no. Usually you need to buy license and/or kit for the given console. Let alone sometimes you need a company to even start (Nintendo AFAIK).
Console development is by large the same as windows development. The only change is you pay more for development kits, legal stuff and so on.
Why not buy xbox one controller, plug it in and … go? you don’t need a console to get the same experience.
Console dev is same as desktop dev when you use Unity. Nothing will change for 99% of the process…

Isn’t it only true for Xbox though? I’m maybe a little bit behind on this, but last time I checked even Sony expected to have a devkit if you want to publish. Although that’s true, you can start out with only a controller and buy the devkit later.

Developing for a strict platform is harder. Develop a mildly successful mobile or desktop application and you will have the funds to buy the stuff you need (also if you have something under your belt companies would be more willing to talk to you anyway)
You don’t need a dev kit to develop on xbox, you can activate dev mode on a retail unit. You can only use UWP mode though
