Converting a normal image to a very limited colour pallet with dithering?

There is a CGA jam on over on itch.io.

You can only use the CGA 4 colour pallet.

So ideally if there was an image effect that converted full colour to dithered CGA that would be ideal, if not how would I write such an image effect?
