CPU idles at 100% no matter what window is open

At first only the popped up windows caused unity.exe to max out on CPU utilization, but recently even if all windows are docked it causes this strange error.

If I minimize Unity then CPU overhead stops, but as soon as I maximize the window the utilization jumps to 100% instantly even on empty projects.

I just found out the solution. In Preferences settings > General > Interaction mode I had it set to “no throttling” and when I changed it to “default” the overhead disappeared.
