Create Fog in Unity 2020

So I have been using for like 2 years now and never really dive deep into 3D project. I mostly spend my 2 years on Unity with 2D project. Right now I’m trying to create fog and what is the best way to create it? I have tried the “fog” under the lighting setting. But the sky somehow does not get covered by the fog. So is there any “better” way of creating it?

I don’t know if this is exactly what you are looking for but I have tried fogging with a particle system (distorted from an asset called sand Wirls).
