Create/Rendering folder not available

I install URP 12.1.14 for the 2021.3.37 version of Unity.
After installing and restarting unity, I see no Project window → Create → Rendering →
folder to create a new URP asset.

I installed HDRP too, and I don’t see that folder either.

I tried uninstalling, restarting. It shows up in the packages list, but I can’t create the basic asset.

(I tried in 2022 and 2023 and it works fine).

Hello, we’re you able to resolve this? I believe I’m having the same issue

Just upgrade the Unity version…
