Horizontal plane proxies are used for finding planes in your environment, but besides that you would parent all your portal logic underneath the Horizontal plane proxy.
Being said that you could search how to create an AR portal first and then parent said logic to a Horizontal plane proxy and when you find a horizontal plane the Portal will be spawned. Hope this helps!
