While setting up a Cloud Build, I get to step 5: “Android Platform Credentials”…

I choose: “Use default (development keystore)” and am not doing any iOS builds.

When I try to go to step 6: “Build”, I get:

There was an error:
Failed to start building!

We’ll need some credentials to allow your builds to be installed directly onto devices.

Is it supposed to build without having to provide a private key or do I need to generate one to use Cloud Build?

The question can be answered by yourself by simply eliminating the question you are asking by generating a key and trying it.

I was able to start a build without a private key by just skipping step 6 and manually starting a build.

Yes just generate a key, but as you already figured out, this step can be skipped entirely.
