CSS2's z-index not supported?

I found zero hits on searching for it - and I can’t find anything in IStyle that looks like z-index.

So I guess this part of CSS isn’t implemented? Won’t be implemented?

How can I control the order of elements from CSS? VisualElement.BringToFront gets overwritten in certain circumstances, like when a new child is added.
