went to dashboard to verify my Key, and you click the Accept Terms of Service button, nothing happens page refreshes and it re-apears and dashboard dose not load.

Which dashboard are you referring to?
In app purchases Settings, you click “Go To Dashboard”, opens web-browser and you get stuck in a I accept terms of service loop, you hit accept, it refreshes and nothing happens and asks you to hit accept again. (trying to set up my game key to google play)
Can you share a screenshot? I’m not certain what terms of service you are referring to.

I’m using 2021.1.2f1.
It looks like you have some browser plugins that may be causing this, perhaps try with a different browser. In particular, ad blockers can cause this. You can try browsing directly to your dashboard via https://analytics.cloud.unity3d.com/data_explorer/[projectID] (no brackets)
