Decal Normals break on rotate?

I don’t know if this is a known Issue, but normal maps lighting appear to break on rotation.

BTW, unrelated… Is it intended that a mesh can only have 2 Reflection probes at a time?

If blending is on, then there’s a limit of 2 reflection probes. If it’s off - only one. This is documented in https://docs.unity.cn/Packages/com.unity.render-pipelines.universal@12.0/manual/lighting/reflection-probes.html (“Which probes affect a GameObject”).

The team is working on dropping this limit with the introduction of the upcoming forward+ renderer in URP.
