Detail map conflicts with mask map?

I have a material setup, and we want to use detail map at a high UV tiling so the asset dont look low-res up close.

however, if a mask map is present, the detail map doesnt seem to do anything.

attached screenshot, notice the red circles & how the in-engine look.

Without mask map, there is a strong difference.

with mask map, the materials look identical.

the blue channel of mask map controls detail map.
fill the blue channel with white color to fix it.
