If you build your .APK on a legal version of Unity, upload it to your Android and just select it on your device it should auto-install the app and work from there.
My target system is mobile, however so far I only use the PC for testing. _____ I have been reading through several pages to better understand the problem you stated. . However, at this unity doc page: https://docs.unity3d.com/ScriptReference/Application-targetFrameRate.html it says that it is not easy to play around with the targetFrameRate, since you might end up with a worse result if you don't do it right. ____ At the moment I am setting up a test setting and then I will play around with the targetFrameRate which is probably what you used for your fixed Hz frequence, right?

please be more specific with your problem, all i see here is a "halp it doesnt work, whats wrong", which is really really hard to answer.
