Difference between Pc - Hub - Mobil

Hi Guys,
I`m a bit confused about something.
I was reading alot of documentation about porting to windows.
In the store i can see games that say availabel on Pc, Hub? and mobil.
What is HUB? the Microsoft Surface and other device like this?
Also, i cannot get enough rewarded video on my apps from windows mobile.
Maybe the best its only to publish for Pc and HUB?
When you publish our game, you may select availabe for pc and mobile?

Then this is not a classic device, of device for consumers really? only for professional purposes, well i think its not interesting then publishing activating this.

Yeah it’s not a consumer device. I don’t imagine anyone playing games on it.
