Disabling "Always Refresh" in Unity 6 ( URP ) doesn't work

I upgraded from 2023 to 6000.0.23f1 and was wondering why my GPU used twice more power ( I’ve been constantly tracking wattage to be more power efficient )
I was trying to figure out what was causing this and tested a scene with moving volumetric fog.
I disabled “Always Refresh” on Unity 6 but the fog kept moving.
On 2023, I disabled “Always Refresh” and the fog stopped moving. The GPU wattage dropped by 50%. I don’t know if I’m doing something wrong or this is a Unity 6 thing. Thanks in advance!

A similar problem

The title indicates you are using URP. Does URP even have volumetric fog? I only did a quick check but it seems it’s the same as I remember it: no volumetric fog in URP unless you install a 3rd party asset.

If you use such a 3rd party plugin then it could be an issue with that asset specifically.
