Just FYI.
This is my node setup. I’m using URP.

The shadows get the dithered transparency, but the main model does not.
It worked in 2022.3.10
Same issue, looks like this is Unity bug 
Found a hotfix, don’t use clip threshold as 0, try put something like 0.1 or 0.01
We also encountered problems with that zero alpha threshold change.
