Do we need to submit a build to Review to test IAP in repacked builds?

We found in FAQ (Frequently Asked Questions | Unity Distribution Portal | 2.0.2-preview.1) a following note:

“Note however that a repacked game will always fetch the last IAP catalog that was submitted to the store, so for the first time, you need to submit your game in order to create an IAP catalog on the store’s servers.”

Can you please explain - do we need to submit build for review in store to test IAP in repacked build?
Or we can simply upload repacked build to store’s console (e.g. Huawei AppGallery console) without sending it to review, and after that we can test IAP in our repacked builds?

Different stores have different IAP testing procedures.

QooApp, ONE Store, TPAY, APPTUTTi, Xiaomi (Mi GetApps): can test IAP after Repack & Submit the apk.

Samsung Store: Please see Beta Testing on Samsung Galaxy Store:

HUAWEI AppGallery: After linking the game to Huawei (please follow the Huawei Guide ), the game’s IAPs will be synced to the store, then you will be able to use a repacked build to test IAPs.
