Do you need PRO to make plugins?

In one place it says that you need pro to use plugins, but on the comparative board between Unity products, you can see that IOS has plugins checked as true…

So, do you or don´t you need Pro for plugins? (make your own or buy from others, like prime)

Also, is there an AppCircle clips plugging anywhere?

Can AppCircle clips work with unity (ios, android)? in the comparative list it says that video playback is not allowed…

It’s a Pro + Mobile feature so you can use it on iOS/Android Basic without any problems.
