Does EventSystem Respect "Order In Layer"

I see:

            if (lhs.sortingLayer != rhs.sortingLayer)
            {
                // Uses the layer value to properly compare the relative order of the layers.
                var rid = SortingLayer.GetLayerValueFromID(rhs.sortingLayer);
                var lid = SortingLayer.GetLayerValueFromID(lhs.sortingLayer);
                return rid.CompareTo(lid);
            }

Does GetLayerValueFromID somehow respect order in layer, or does the EventSystem ignore order in layer when sorting raycast results?

Whoops! I just missed it a little lower:

            if (lhs.sortingOrder != rhs.sortingOrder)
                return rhs.sortingOrder.CompareTo(lhs.sortingOrder);
