There are no platforms that are exclusive to the Pro license. (Plus you could always just run Unity and see for yourself.)

Unity free has all build options except PS4, and WiiU which need a special licene from Sony/Nintendo. Pretty sure Pro users get a free Xbox One dev kit. Xbox, Wii, and PS3 are locked unless you have a licence.

There is no rule, but if the project is not functional or uses functionality that is not supported for the webplayer it will fail and show you what went wrong.

Like Dante said: Free version is able to make webplayer builds with the usual restrictions that come with the webplayer and with the free version of Unity.

Oops, I remember now it was the other way around that Xbox One indie devs get Unity Pro free.
