Yes
Unlike the device maker UT and Unity support it, but that does not help if the device makers use the worst available drivers or fuck it up otherwise like motorola on the xoom and alike

Also, for android the android version is nearly secondary, as it depends on the device not the OS normally, just cause it runs on android 3 does not mean it runs on all android 3 devices thanks to the manufacturers thinking its “nokia days” again where each device is meant to be an own hell
