I have 2 assets I want to download, but when I click on “download” it just shows that its 0% done, I m waiting for it to fill up for over an hour now but its stuck at 0%

This sounds like a firewall problem. Please go through the process in the pinned thread and provide us with your editor/upm.log files in here if the issue still happens
I don’t use windows and I don’t use 2017 or 2016
Have you checked the upm.log file as suggested above?
As per this Manual page, you can find it under:
Linux | ~/.config/unity3d/upm.log
macOS | ~/Library/Logs/Unity/upm.log
Windows | C:\Users\<your username>\AppData\Local\Unity\Editor\upm.log
