How I can make animation like that
Can I make it in css and export to Unity?
css = cascading style sheets?
An animated lofted line could create this effect. Probably the best solution is (blegh) flash or adobe animate, but illustrator can create the clean lines, and after effects probably has a line renderer effect.
This could be recreated in 3D Max in short order, so probably any 3D package can accomplish it also.
