With legacy animation system, I can edit each bone over time with animation window. How can I edit bone position over mecanim clip?
Or is there any way I can create new mecanim animation clip like in the legacy system?

Not being a mecanim, or animation for that matter, expert. I don“t think this is possible.
You have to edit your animations in a modelling package outside of Unity.
