So the issue is with Unity not being DPI aware, so I had to remove 150% zooming on my 4K display and set it to 100%.
I have the same issue both in my laptop and my desktop, when I open any project on unity I see this:
UI is not fully rendered and is not responsive… I even reinstalled windows and still have the same issue so is nothing about configuration :-(.
Any clues?

Run unity in direct x 9 mode.

Seems we’re all screwed.
But… Thousands of people use Win 10 with Unity, right? It can’t be due to directx… or can it? sounds unbelievable…

I forced DX12 using Unity.exe -force-d3d12 and same behaviour:
I installed Unity 5.6 and forced Dx9 and I have the same issue… so it is something else.
