Editor UI transform issue (not saving) ok in unity 2021 but not unity 2022

Have a production unity project working ok in Unity2021.3.28f but not in unity 2022.3
I migrate the project to Unity2022 & the editor scene doesn’t open correctly (just shows lines in the editor viewport) - I can fix this by closing the scene tab & reopening the window but…
My UI is messed up - panels & images in wrong place and although I can edit the rect transform to correct the layout & save it - reloading the scene wipes out my rect transform changes?

Is there an issue with migrating UI canvas layouts from 2021 to 2023?

One thing what worked for me was making whole scene or canvas as prefab and exporting it as a package and importing in newly unity version project.
