Editor won't let me add Android SDK Tools to the editor

When I try to add it through Preferences/External Tools,

it shows up with this error.

I downloaded the Unity Editor via the Windows download accessible on the Download Archive.

Build is 2021.3.28f1.

EDIT: All other Android build tools are working, it’s just the SDK tools.
