Error rolling back to the old version

When I try to return my project to version No. 21, an error appears, I do not understand where it comes from, because even after trying to return the project to the previous one, which is slightly different from the current version, it still appears.

I just waited 24 hours and the error disappeared

In the first screenshot, it suggests either shelve/undo the pending changes and try it again.
Have you tried either shelving or undo?
