Error with google play services and admob

i am use unity_2017.2 and unity 2018.1 I have this error
with google play services and admob

CommandInvokationFailure: Failed to re-package resources.
/Volumes/PlayStation/Storage/androidsdk/build-tools/28.0.2/aapt package --auto-add-overlay -v -f -m -J “gen” -M “AndroidManifest.xml” -S “res” -I “/Volumes/PlayStation/Storage/androidsdk/platforms/android-28/android.jar” -F
