EU 4 Map Shader

I wonder is there any kind of shader(maybe script) like in EU4(Europa Universalis 4),the world there must be only a plane but they used a normal map and heightmap and then normal map and heightmap shaped the plane into the terrain as the normal map and heightmap are looking like.
It something like this:

Iโ€™ve never played the game, but based on this image it just looks like itโ€™s got hill shading pre-baked into the base texture. You can do this yourself using GDAL and a DEM file, as described in my blog post here: Creating Hill Shaded Tile Overlays | Alastair Aitchison
