exporting populate characters from 3ds max

I have created populate characters in 3ds max. In max I have bakeed the characters.They still animate fine in MAX

Exported to FBX and clicked on animation and bake animationin in the exporter dialog, Import the FBX file into unity. The characters don’t animate

Am I missing a step in Unity

I would also like to know if this is possible (Unity 2017.1, max 2018).
