failed to start unityPackageManager

hello
so i just updated unity from 2018.3 to 2019.1 and i had this issue right away
when i make a new project or launch an old one i get this error

the thing is when i followed the path i didnt find any files called package manager either which made me even more confused

i tried to re-install unity and downgraded the engine back to 2018.3 and everything worked just fine
i need some help please

I’m having a similar issue where it says the Unity Package Manager is being blocked by a firewall or proxy configuration. Is this your issue? If so, changing the firewall won’t work.
