Fallout Style Combat System

I’m making a game right now similar to Fallout and Wastelands 2. I was interested in how would I make a comat system like the one in Fallout 1 2 were its kinda turn based?

Kinda? You mean ‘is’ turned based.

Break down the system and figure out what aspects of it you want.

Write them down.

Figure out each one step by step.

Otherwise the question is large and unwieldly for a forum question, and it’d be easier to just google for a tutorial. We can’t just pump out a tutorial for you here, they take a lot of work to write.
