[Feature request] Disable auto-building of newly created target

Hi!

I’d like to suggest disabling auto-building new build targets upon creation, unless I specify that I want the target to auto-build.

When I create a new macOS target and uncheck the auto-build checkbox, Cloud Build still starts building when I click save. I unchecked the checkbox because I wasn’t done configuring the target, and I want to start the build of that specific target manually.
