I understand that many packages have a GitHub repo, to most do not and are either created by Unity internally or reviewed and distributed by Unity (in the case of say, an XR plugin)
When filing a bug, the first drop down could have a new option to “Report a Bug in a Package” and then the second drop down should show a list of installed packages to select.
This could be tied into public repositories such as GitHub, so people can see their feedback and bug reports at work.
But, for packages that are not open source, this gives us and Unity a way to specifically target a problem package
