Flare showing in cameras that should not show it

I have 2 cameras and 2 lights:
(GUI camera, game camera, GUI light, game light)

both cameras have “Flare Layer” component attached

both lights have flares.

I have 2 layers: (GUI layer, game layer)

GUI camera culling mask to render GUI layer only

game camera culling mask to render game layer only

1 light is in GUI layer and the other is in game layer

So I should see 2 lights right?
But I see 2 lights and 4 flares.

Is there a way to fix this?
