Flick / Kinetic / Momentum / Inertia Scrolling

Hi,
I am looking to create the IOS style scrolling in C# in Unity for an Android / IOS game: deceleration to 0 exponentially over same time following flick (i.e. depending on flick speed only distance changes) and elastic stretch / spring-back when reaching end of scroll area.
I would like the user to be able to flick anywhere on the screen for vertical scroll, rather than just a bar at the side.

Does anybody know of any plugins / code sections (doesn’t matter if paid), which achieve this?

On Unity 4.6, the scrollview component has those parameters and you can play with them.
