What you are referring to is volumetric fog. Unity doesn’t have a built in volumetric fog system, but it can be done. My suggestion would be to check out the options on the Asset Store if you want a quick solution. If you have time or no monies, there is tons of info out there on Google. Just search for things related to “volumetric fog.”
In theory, you can use the “dust storm” particle effect and just change the colors from brownish to grey.
